Conference on Pathways out of Irregularity in Oslo, Norway, 10 October 2011

On 10th October 2011 representatives of the Slovak EMN National Contact Point participated in the second National Conference on Pathways out of Irregularity followed by the Twinning Meeting organized by the Norweigan EMN National Contact Point.

During the conference devoted mainly to the irregular migration and practical responses for reducing it the floor was given to various renowned experts. Programme of the conference was divided into several blocks on return and readmission agreements, continued irregularity and regularization of irregular migrants. The conference was opened by the Norweigan Minister of Justice Knut Storberget. The introductory contribution titled Comprehensive Approach to Addressing Irregular Migration: Rights, Labour and Social Cohesion was presented by Ryszard Cholewinski from the International Labour Organization (ILO). He focused on the analysis of the current situation in the field of labour migration, rights and status of the labour migrants as well as their rights after the expiration of their labour or residence permits. Within the bloc on return and readmission agreements experts from the International Organization for Migration (Kristina Touzenis), Norweigan Ministry of Justice (Ellen-Sofie Terland), Graduate Institute of International Studies in Geneva (Liv Feijen) delivered presentations on Return of Children, Returns Directive as an Operational and Efficient Tool and Return in Safety and Dignity. Following topic on Continued Irregularity was discussed by Michèle LeVoy from Brussel PICUM and Karl Harald Søvig from University of Bergen who shared their experiences on Providing Sufficient Humanitarian Space and Research on Irregular Migrants in Norway. Albert Kraler from the ICMPD began the final panel on Regularization of Irregular Migrants in Europe. Subsequently, recent national examples from Belgium, Spain and Sweden were presented.
