Who are the current EMN NCPs?

Information on the EMN NCPs is given here. In each Member State, an EMN NCP consists of at least three experts either from the same entity or from different entities. In the latter case, one entity acts as the national co-ordinator and, in such cases, it is their details which are given here. AUSTRIA:
The AT EMN NCP is the International Organisation for Migration (IOM) in Vienna. The IOM assists the Austrian government in meeting the growing challenges of migration management. IOM’s goal is to provide an advanced understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.

BELGIUM:
The BE EMN NCP is composed of experts of the Immigration Office (policy support unit); the migration observatory of the Centre for Equal Opportunities and Opposition to Racism; and the Commissioner General for Refugees and Stateless Persons (international unit). It is the Immigration Office which acts as the national co-ordinator for the EMN.

CZECH REPUBLIC:
The CZ EMN NCP is the Department for Asylum and Migration Policy of the Ministry of the Interior. The Department acts as the co-ordinator of affairs relating to immigration and asylum, both at the legislative and the implementation level and is also responsible for the general integration of non-Czech citizens.

DENMARK:
Although Denmark did not take part in the adoption of the Decision establishing the EMN, it still participates in some EMN activities, being represented by the Ministry of Refugees, Immigration and Integration Affairs.

The EE EMN NCP is the Estonian Public Service Academy, a state institution, providing professional education for civil servants belonging in the area of government under the Estonian Ministry of the Interior..

FINLAND:
The FI EMN NCP is the Legal Service and Country Information Unit of the Finnish Immigration Service. The Immigration Service (Migri) processes and decides applications for asylum, residence and citizenship. The Legal Service and Country Information Unit provides country of origin information and legal services to support the work of Migri and other authorities working on issues concerning migration. This unit also has a Migration Library.

FRANCE:
The FR EMN NCP is the Ministry of Immigration, Integration, National Identity and Solidarity Development, represented by the Head of the Department of Statistics, Studies and Documentation.

GERMANY:
The DE EMN NCP is the Federal Office for Migration and Refugees (BAMF). As the Central Migration Agency, the Federal Office processes applications for asylum and subsidiary protection, is responsible for the integration of immigrants and is at the head of a national integration programme. BAMF carries out scientific research on issues of migration and integration to obtain analytical conclusions regarding the control of immigration. Moreover, BAMF observes and evaluates the research sector at national and international level, including providing advice to the Federal Government on immigration policy.

GREECE:
The GR EMN NCP comprises of three services of the Hellenic Ministry of Interior, namely; a) for legal migration policy issues, the Directorate of Migration Policy, Directorate General of Migration Policy & Social Integration; b) for illegal migration, asylum policy and relevant statistics, the Asylum Section – Aliens Division, Hellenic Police Headquarters; and c) for statistics on legal migration, the Directorate of Informatics – Directorate General of Development Projects.

HUNGARY:
The HU EMN NCP is the Department of European Co-operation within the Ministry of Interior. The department is responsible for the elaboration and co-ordination of migration, asylum and integration policies and supervises the work of the Office of Immigration and Nationality. The department is also responsible for the professional tasks related to the European Integration Fund, the European Refugee Fund and the European Return Fund.

IRELAND:
The IE EMN NCP is the Economic and Social Research Institute (ESRI), which is the principal institution engaged in economic and social research in Ireland. It is an independent research body with a mission to produce high quality research, which informs policymaking and societal understanding. The Institute’s goals are academic excellence, objectivity, relevance to policy, and widespread dissemination of results.

LATVIA:
The LV EMN NCP is the Office of Citizenship and Migration Affairs of the Ministry of Interior. It is responsible for implementation of state migration policy, maintenance of the Population Register and issuance of identification and travel documents.

LITHUANIA:
The LT NCP is a joint-body uniting governmental and non-governmental actors. The LT NCP is composed of representatives from the Ministry of the Interior, and the Migration Department, as well as the International Organization for Migration (IOM) Vilnius office. This collaboration provides a more diversified perspective towards migration challenges and also leads to increased networking and accommodation of different viewpoints while implementing EMN activities.

LUXEMBOURG:
The LU EMN NCP is composed of an interdisciplinary team of experts from the Ministry of Foreign Affairs, Ministry of Family and Integration, SeSoPI-Centre Intercommunautaire, National Statistical Institute of Luxembourg (STATEC), Centre d'Etudes de Populations, de Pauvreté et de Politiques Socio-économiques (CEPS/INSTEAD), and the University of Luxembourg. The NCP is coordinated by the University of Luxembourg. Our Steering Board member is attached to the Luxembourg Reception and Integration Agency (OLAI), which is part of the Ministry of Family and Integration.

The MT EMN NCP is the Ministry for Justice and Home Affairs.

The NL EMN NCP is located within the Information and Analysis Centre of the IND (INDIAC). IND is the Dutch Immigration and Naturalisation Service of the Ministry of Justice. The research conducted by INDIAC provides the IND and other national entities with objective information on asylum influx and migration flows.

POLAND:
The PL EMN NCP is the Ministry of Interior and Administration with the Department for Migration Policy taking the leading role. Established in 2006, the Department is responsible for general coordination of Polish migration policy and for international cooperation. In the EMN framework, it co-operates closely with the Ministry of Labour and Social Policy, Office for Foreigners, Border Guard’s Headquarters and Main Statistical Office.

PORTUGAL:
The PT EMN NCP is the Aliens and Border Control Service (Serviço de Estrangeiros e Fronteiras – SEF), a central government authority, belonging to the Internal Affairs Ministry which deals with immigration issues. It is responsible for the entry, stay, exit and removal of foreigners, as well as for technical assistance concerning immigration and asylum policies. The PT EMN NCP works in close partnership with the National Statistics Institute (INE) and the High Commission for Immigration and Intercultural Dialogue (ACIDI).

The SK EMN NCP is composed of the International Organisation for Migration (IOM) in Bratislava, which acts as the national co-ordinator for the EMN; the Ministry of Interior, specifically the Bureau of Border and Alien Police, the Migration Office and the Section of the Legislative and External Relations; the Ministry of Labour, Social and Family Affairs and the Statistical Office.

SPAIN:
The ES EMN NCP is composed of eight experts from four Ministries (of Labour and Immigration, of Interior, for Foreign Affairs and Cooperation, and of Justice) and is co-ordinated by the Permanent Observatory for Immigration, a collegial body attached to the Ministry of Labour and Immigration. The Observatory has the following functions: data collection, analysis and exchange of information on matters concerning aliens, immigration and asylum, as well as promotion and dissemination of studies and reports related to immigration. The Observatory is also in charge of the elaboration of the Statistical Yearbook of Immigration that offers detailed statistical information on multiple aspects of the foreign population residing in Spain.

UNITED KINGDOM:
The UK EMN NCP is located within UK Border Agency Analysis, Research and Knowledge Management (ARK). ARK consists of a multi-disciplinary group of, researchers and statisticians supporting UK Border Agency policymakers and operations, ARK carries out a programme of research and analysis including work on the drivers, costs and benefits of migration, border security, enforcement of immigration law, and the European and international contexts of migration to the UK. ARK also undertakes policy and programme evaluation, links migration research across government departments and engages with migration researchers outside of government.
